CSQ3 is Cost, Schedule, and Quality raised to the 3rd Power. The three Powers are:

CSQ3 Fundamentals	CSQ3 Optimum	CSQ3 Metrics
Fundamentals is an organizational work flow structure that is applicable to any work effort.	Optimum is an organizational work flow system that is applicable to any organization.	Metrics is an organizational performance measurement system.
Fundamentals increases the probability that the work effort will achieve Best-In-Class performance.	The three level system of Optimum contains key: Strategic, Major Commercial, and Project work efforts.	Metrics focuses on the Delivery of Actual Value and the Creation of a Self Correcting Organization
Best-In-Class Performance = lowest Cost, fastest Schedule, and highest Quality (all three at the same time).	The system is independent of organizational size and time.	A score of 9,000 points or more in the 10,000 point max system is classified as Organizational Excellence.
CSQ3 Quality is making sound decisions and actual Return on Investment (ROI).	Optimum formalizes Fundamentals.	Metrics is based on the work efforts contained in Optimum.
