The following is the CSQ3 Development Story

Frank Koczwara has a passion for excellence. His understanding of motivating forces has positively changed the culture and significantly increased the performance of small and major organizations throughout the world. Frank is CSQ3 Corporation President, author of "The CSQ3 Solution", creator of the CSQ3 Learning Center, and founder of the expanding CSQ3 Consulting Group.

Each Department in a World of Its Own

In the 70's, Frank attended Purdue University, where he obtained Bachelors and Masters in Engineering, both degrees with Distinction. While at Purdue he also obtained a Cooperative Industry education by working with CBI Industries. Frank worked in the following CBI departments: Research, Sales, Engineering, Manufacturing, and Construction. The experience at CBI was long lived, each department had hard working and dedicated employees; however, each department was in a world of its own.

Top Engineering Talent

After college, Frank joined Exxon Research & Engineering in Florham Park, New Jersey. ER&E is an exceptional organization of highly skilled engineers focused on the Chemical and Refining Sectors in the Energy Industry. Frank traveled around the world as a mechanical engineering consultant. The experience was fun and extremely educational. Besides numerous internal publications, additional accomplishments included: being published in Hydrocarbon Processing and being a panelist at a major international ASME conference.

Achieving Engineering Excellence

After Exxon, Frank joined Amoco. Frank was now in the Exploration and Production (Upstream) Sector of the Energy Industry. For those not familiar with the Energy Industry, the Exploration and Production Sector is where the real money is spent. Large projects, onshore and offshore, worldwide commercial deals, and huge risks. Frank worked his way up the engineering ranks, as mechanical engineering manager he realized that major engineering projects were not being well designed and executed. Functional groups (process, mechanical, electrical, instrumentation, construction, etc.) were blaming each other for problems, instead of designing the correct solution in the first place. Frank solved the problem by leading the development of a comprehensive set of engineering specifications and perfecting the development of the Black Book. The Black Book became the detailed basis for the design and construction of major onshore and offshore engineering projects worldwide. Significant performance improvements were made (i.e. lump sum bids with cost over runs of less than 10%).

Empowering the Work Force, Eliminating Department Walls

While at Amoco, Frank traveled the world, including an extensive amount of engineering and project work in the North Sea. However, flaws in the organizational power structure at Amoco were becoming apparent. The company was being run by department dictators and their cronies. Building department kingdoms and knocking down the kingdoms of other departments was the road to management success. Employees were made for the entertainment of the elite and measurement of performance was political and subjective. There had to be a better way. Frank used the publication from the Business Roundtable to show upper management that Cost, Schedule, and Quality Excellence was achievable (with significant economic gains). Frank hired Independent Project Analysis and led a worldwide benchmarking effort. The benchmarking results were sobering. Essentially, we were throwing organizational work efforts over the walls from one department to the next; the departments would take credit for successes and blame other departments for failures. Frank directed the development of improvement teams. The improvement teams were starting from scratch and it was tough going. However, the end results were breath taking. The work force was becoming empowered. The work force was exceeding performance expectations. Department walls were being eliminated. Management and work effort team were working together. Performance gains were significant. One could actually feel the positive cultural change in the organization.

Worldwide Consulting - Validation and Improvement

Frank boarded the plane again, this time as an organizational improvement consultant working with project, commercial, strategic, and management teams throughout the world. The fundamental improvement methodologies needed to be tested and refined. Frank was focused on establishing the best solution for improving organizational performance. A major breakthrough came with his New Country Entry consulting assignment. The assignment was to establish a strategic level work flow process to handle requests for the Exploration and Production Sector to enter new countries. Guess what, the same methodologies that worked with major commercial and project teams also applied to the strategic level. The framework for the CSQ3 Solution was born. Moreover, the framework was validated in Frank's presentation at the 2nd International Conference on the Dynamics of Strategy at the University of Surrey.

CSQ3 Corporation - The CSQ3 Solution, Achieving Organizational Excellence

When bp bought Amoco, Frank took the opportunity to start what is now CSQ3 Corporation, with the dream of developing the solution for achieving organizational excellence. The journey was been long, yet fun. There were many obstacles to overcome. For example: What truly is Quality? How does one measure performance? How do we change departments from Centers of Power to Centers of Knowledge? And, how do we write a book on organizational performance improvement that would be fun to read by all personnel in an organization? Well, the above obstacles have been resolved with CSQ3.

Frank's book "The CSQ3 Solution" establishes the ground work for a full scale organizational implementation. CSQ3 methodology can improve any work effort, hence, the book is intended for all personnel in the organization. We made the book fun to read by adding Renaissance characters and making performance improvement a journey.

Next we created the CSQ3 Learning Center. The Center is focused on expanding and verifying CSQ3 knowledge. We even built in an exam, which when successful passed allows personnel to become CSQ3 Champions. Moreover, we are also currently expanding the Learning Center to provide additional support and are developing additional certification details.
